Years after the disaster wiped out a large swathe of Japan’s eastern coast on 11 March 2011 and triggered nuclear meltdown in a Fukushima power plant, residents in affected areas are slowly rebuilding their homes, but many question whether the government has learnt their lesson from the nuclear crisis.
