Unitary Union Federation (FSU) is the first organization of the State Civil Service.
 
Originally, the FSU is a union federation consists of general national unions, sectors or professions falling within the field of education, youth and sports, research, culture and justice. Today, it is present in the three civil service: State, territorial and hospital. It has 163 000 members.
