NATO constitutes a system of collective defense in which member states agree to mutual defense in response to any attack by external parties. Three of NATO's members (USA, France and UK) are permanent members of the UN Security Council with veto power and are officially nuclear-weapon states. NATO is headquartered in Haren, Brussels, Belgium, while the NATO Command Operations Headquarters is located near Mons, Belgium.
